This is a quite a bit of a misleading headliner since these are still very high numbers. I mean, these are popular dorama numbers for a show that the TV station (Fuji TV, was it?) didn't have to invest practically any money into. Double digit numbers in Japan are very, very good ratings; 11% in Japan is like 14 million people, that's the whole population of a decently sized country watching one 5 hours show. Besides, this year there was even an official stream online. It's just that the years before the ratings were absolutely crazy, bonkers, bananas high.

The numbers are of tv viewers not the total population aged 1-120. More like 1 or 2 million pepole watched it with a peak of say 3.5 at high spots.

I don't know Japan TV ratings works compare to the West or the East but maybe some the viewers prefer livestream online?
